우리나라에서는 군사쿠데타라는 말이
상당히 악용되어 왔다. 1980년 봄 김대중이 "최규하 물러가라" 시위를 선동하고 있었던 때 4월 30일 전두환
중정서리 취임인사가 있었다. 그 취임인사에서 그는 "그 어느 세력이든 국가안위를 흔드는 것을 좌시하지 않겠다"는
말을 했다. 그런데, 여태껏 5.18측에서는 그 말이 쿠데타라는 주장을 하고 있다. 그러나, 최규하 대통령
편에서는 분명히 그 말을 최규하 대통령 정권을 위한 충성스러운 방패가 되어주겠다는 말로 받아들였을 것이다.
넉달 전(2006년 가을) 타일랜드에서 군사쿠데타가 있었다. 국왕이 지지한 쿠데타요, 모두가 전 수상의
지독한 부정부패를 싫어했으며, 군사쿠데타 외에는 전 수상의 장기 집권을 막을 길이 없었기에 국민의 지지를
받았다. 그리고 청렴결백의 화신 출라농(surayad chulanont) 장군이 새 수상으로 임명받자 타일랜드
국민은 이제야 제대로 된 지도자를 만나나 보다 하며 기대에 들떠 있었다. 그러나 범죄 조직이 활개치고, 경제는
곤두박질치고 있어 그의 국정운영 리더십에 대한 회의감이 일고 있다.
박정희 대통령과 전두환 대통령을 지도자로 모셨던 한국 국민은 참 복 받은 민족이었다. 그 어른들처럼
청렴결백하면서도 유능한 지도자들은 정말로 희귀한가 보다. 지금 한국에서도 김대중에 이어 노무현이 나라살림을
망쳐놓고 있지만 타일랜드에서도 부정부패로 소문난 전수상을 청렴결백의 화신으로 갈아치웠더니 이번에는 국정운엉의
리더십이 문제가 되고 있다. 노무현 독재자 치하의 한국처럼 치안도 불안하고, 벌써부터 경제정책이 갈팡질팡 혼선을
빚고 있어 외국의 투자자들이 등을 돌리고 있다 한다.
Thailand's prime minister has told the bbc he thinks that
free and fair elections will be held by the end of the year.
General Shinawatra took office after a coup unseated taksin
shinawatra's government last September. Much of the hope
invested in the general when he took over has turned to some
disappoint. Our correspondent Jonathan head spoke -- exclusively
with the prime minister in his first wide-ranging interview with
the foreign media.
>> He was one of his country's most outstanding military
commanders, a man admired for his incorruptibility. So when
general surayad chulanont was chosen as prime minister after
last year's coup, the appointment was widely welcomed, but after
four months in office, his popularity has plunged. He's accused
of weak and hesitant leadership, a charge he says is unfair.
>> We are trying to solve the political problems. We are trying
solve the injustice. We are trying to create a new government, a
new constitution, and I believe that we will be able to have a
free and fair election by the end of this year.
>> But a series of bombs in Bangkok on new year's eve made him
look weak on security and a series of badly-thought-through
economic policies have panicked foreign investors and shaken the
stock market. Even in the Muslim south, a courageous attempt by
the general shinawatra to offer an olive branch to the
insurgents has yet to bear fruit. The violence there has
actually escalated.
>> It will not be very easy to stop all the violence within the
four-month period. It will take a long time trying to convince
people that this is not the correct way to solve the problem. If
they want to solve the problem, they should come and talk.
>> No one questions the general's integrity and dedication, but
amidst the confused and political bitter climate in Thailand
right now, there are doubts over whether he's the right man for
the job.
>> I know that the task ahead of me is monumental.
>> Do you know it's going to be this hard, you're going to face
this much criticism?
>> I already set up my mind. I have to face all of this. I think
a lot of them... I think it's my duty, my duty as a man who is
trying to solve this crisis. Otherwise who will be able to do
it?
>> That's Thailand's prime minister, general chulanont speaking
