  한국에서는 좌익에 의해 오랫동안 민주주의라는 용어가 혼동되어 왔습니다. 서구에서는 민주주의가 모더니티와 더불어, 과학철학과 더불어 발전하였으며, 객관적, 합리적 판단의 잣대가 분명합니다. 그런데, 한국에서는 좌익에 의해 민주주의의 뜻이 변질되었으며, 그들이 말하는 거리 정치(street politics)가 민주주의와 혼동되어 왔습니다. 그런데, 좌익에 의한 거리 정치(street politics)의 본질은 선동에 의한 시위입니다. 따라서, 우리는 유언비어 유포와 선동에 의한 시위는 민주주의가 아니라고 그들에게 말해야 합니다. 절대로 불법 집회를 개최하며, 폭력을 사용하는 자들에게 사과하면 안됩니다.

  좌익에게 중요한 것은 쇠고기 자체가 아닙니다. 쇠고기는 시위의 명분일 뿐입니다. 명분이란 단어는 영어로 번역이 어려우므로 앞의 말을 영어로 풀어 기술하겠습니다. The true issue is not the U.S. beef. It is only an excuse, a means to justify anti-American, anti-government rallies. What they exploit is the fact the renegotiation is impossible. They well know that renegotiation is impossible. Renegotiation is not what they want to gain. Regardless what the response from the US and Korean government, their violent action will remain the same.

  현재의 광우병 괴담 시위 배후에는 북한 지령이 있다는 사실을 입증하는 문건이 속속 발견되고 있습니다. 저는 지난 2002~2003년 반미 촛불시위 때도 북한이 배후 조정하고 있음을 분명히 목격하였습니다. 미국 정부와 미 국무부가 뭐라 답변하든 그들의 행동 노선은 정해져 있습니다. 한국은 운동권이 '명분'을 내세워 대중을 시위에 동원시킬 수 있는 사회입니다. 아마 실용주의적 미국인들에게는 한국인의 '명분'이란 관념을 이해하기 어려울 것입니다. 그러나, 한국 문화를 이해하는데 있어 '명분'이 무엇인지 이해하는 것은 매우 중요합니다. 한국은 명분이 군중 심리(popular psychology)를 움직입니다.

  그런데 명분의 속성은 주관성(subjectivity)입니다. 여기서 한국에서 민주주의라는 용어의 의미가 어떻게 혼동되어 왔는지를 우리는 볼 수 있습니다. 서구에서 민주주의 발전의 역사는 군주의 주관성(subjectivity)에 의한 정치의 역사에서 민주적 객관성(objectivity)에 의한 정치로 옮겨가는 역사입니다. 그러나, 한국인은 민주주의를 잘못 이해하며, 서구 언론 역시 한국의 좌익 운동권을 pro-democratic movement 로 잘못 소개하는 실수를 저질러 왔습니다. 요컨대, 한국 민주주의는 김대중에 의해 길을 잘못 들게 되었음에도 서구 언론은 종종 그를 미화해 왔습니다.

  미국 행정에서 객관적인 잣대(objective criteria)는 분명합니다. 그런데 한국 정치에서 객관적인 잣대가 불분명하지요. 물론 이것은 문화의 차이입니다. 그러나 그저 문화의 차이로서 이해하고 넘어갈 문제만은 아닙니다. 한국인이 객관적인 시야(objective insight)를 회복하지 못하는 한 오늘의 정치적 혼란은 또 반복되고 또 반복될 것입니다. 한국은 객관성(objectivity)이 부족함을 자성해야 할 필요가 있는 사회입니다. 사실 저는 한국의 명예를 대단히 소중히 여기며 우리나라를 자랑하고 싶은 사람입니다. 따라서 한국인의 미개성을 언급하는 것은 매우 슬픈 일입니다.

  그럼에도 지금 해결책은 문제점을 있는 그대로 보는 것입니다. 우리가 미국에 전달하고 싶은 우리의 의사는 이것입니다. 좌익의 선동을 한국 국민의 의사와 동일시하는 것은 저들의 전략에 걸려드는 것입니다. 전쟁에는 군사적 전쟁만 있는 것이 아니라 사상적 전쟁도 있는 것입니다. 아마 전쟁에는 군사적 전쟁 외에 다른 전쟁이 있다는 예의 하나가 이라크 전쟁이겠지요. 한국에서는 좌익과 우익의 대립이 현실입니다. 그리고 싸움은 적에게 항복함으로 이기는 것이 아니라 전략으로 이기는 것입니다. 1975년 4월 미국의 우방 월남이 왜 공산화되었단가요? 좌익의 선동을 월남국민의 뜻으로 오판하는 미국인들이 있었기 때문입니다.

  지금 좌익이 동원하는 시위대가 수가 아무리 많아 보여도 나라를 사랑하며 나라를 지키려는 애국 국민의 수 또한 엄청나게 많으며 오늘도 광우병괴담 촛불시위를 반대하는 시위 또한 개최될 것입니다. 이런 상황에서 저같은 한국인이 행동하여야 할 몫이 있습니다. 그것은 좌익 사기꾼들을 거짓 대 진실의 대결장으로 끌어들이는 것입니다. 제가 한국인들에게 좀 더 과학적으로, 합리적으로, 객관적으로 생각하는 것을 배우라고 도전할 때 이것은 제가 한국을 사랑하기 때문입니다. 이처럼 우리는 버시바우 대사님의 조언이 한국인에게 너무도 필요한 조언이었음을 알며 감사를 드립니다.

  Dear Ambassador Vershbow, I am very grateful to you and to Washington for your hearty consideration and understanding of Korean situation. The current candlelight vigils on the streets of Seoul are no other than rallies that have been agitated by a group of political activists (whom we call the Leftists). Now, the connotation of 'the Leftism' in Korea is quite different from that is in America. In America, leftism is not necessary anti-American, and even not necessary political as mostly it is a choice for an option for economical policy. In Korea, leftism is still rooted in the Marxist ideologies. You might wonder why Koreans have many words for the leftists: 좌파, 좌익, 좌빨.

  For English word "rice" we have "쌀"(uncooked rice) and "밥"(boiled rice). And the distinction between "쌀" and "밥" is very clear for any Korean. In the similar logic, the distinction between 좌파 and 좌익 is very clear to me while it is still the same word when translated into English. If a Korean leftist is not affiliated with pro-North Korean groups, he or she is what we call 좌파. But because the majority of Korean leftists are pro-North Korean and anti-American, we often call them 친북좌파. Of course, 친북좌파 is the synonym for 좌익. And because 좌익 is 빨갱이 in folk language, recently many Korean netizens prefer to call them 좌빨.

   I have observed that the Leftist Ideology (좌익사상) in Korea is an indication that Korea is still not an Western society. Modern Korea is a postmodern culture, yet not an Western society. On this occasion, my criteria for distinction between Western and non-Western culture is the way one perceives reality. The contemporary Korean crisis is largely due to the fact that the reality many Koreans perceive is quite different from actual reality. This explains your recent remark when a group of Koreans don't trust science. We all know that Korea is not Africa of the eighteenth century. Korea is now a member of OECD.

   Yet, the crowed with candlelight vigils on the streets of Seoul are those who are agitated by manipulated or false information. They are agitated by manipulated information that exaggerate the case of mad cow disease in America. They are deaf to what science speaks. This is a madness in Korea in the early twenty-first century. And the thing is that those who have lost the ability to think objectively are attempting to gain political hegemony and control Korean society. This is the picture of the current candlelight vigils on the streets of Seoul. And this new Barbarianism is what 김대중 calls "Direct Democracy"(직접 민주주의). You might remember Kim even mentioned it two weeks ago at the eight anniversary meeting of the 6.15 Common Declaration. But we must say that this Barbarianism is NOT 직접 민주주의, but only a major hindrance to true Democracy. Dear Ambassador Vershbow, Thank you so much again for all your effort as the USA Ambassador in this time of confusion in Korea.

오늘까지인 줄 알았더니 지금 보니 정오까지이군요.  아주 짧은 질문드립니다.

사실, 이 질문은 한국분들에게 하고 싶은 것인데, 이 작은 나라에 정당이 너무 많은 것을
한국인들은 별로 이상하게 생각하지 않고 지내는 것이 신기합니다.  제가 한국의  정당 이름들 기억하기 쉽지 않다면  대사님께도  외우시기 어렵지 않던가요?

미국에서는 정책(Policy)의 차이에 따라 공화당과 민주당이 있습니다.  
그리고 미국 국민들은  무엇이 보다  올바른  정책으로의 접근인지를  판별하여 
자신들이 지지할 정당을 선택합니다.

그런데, 한국 정치는 뭔가 미국과 다릅니다.  제가 관찰한 바로는 2차대전 종전 이후의 한국은 이념적으로 다원화 사회입니다
(Korea has been an ideologically plural society since the end of the Second World War). 그리고, 이념(ideology)이 한국 정치의 큰 요소입니다.

저는 금번의 광우병 사태가  그 사실을 잘 예시한다고 생각합니다.
미국 쇠고기 수입 찬반 문제를 가지고 한국 사회가 양분되어 있습니다.
그런데 소위 보수우익 진영에서는 모두 미국 쇠고기 수입을 찬성하고,
소위 친북좌익 진영에서는 모두 미국 쇠고기 수입을 반대하였습니다.

결국 본질적인 이슈는 미국 쇠고기 수입 자체가 아니라,
좌익과 우익 중 어느 편이 전투에서 승리하느냐였던 것입니다.
대사님께서도 현재의 한국 정치에서는 이념이 큰 변수임을 느낀 적이 있으신지요.

저는 장담합니다.  일단 미국 쇠고기 수입이 시작되면 친북좌파도 분명
미국 쇠고기를 먹을 것입니다.  왜냐하면, 그들은 좌익이념을 위해 촛불시위를 했던 것이고, 미국 쇠고기는 시위 선동을 위한 "명분용"이었을뿐 이슈의 본질이 아니었으니까요.
